March 2023

Since the consultation closed, we have been reviewing the feedback received and considering it as we update the proposed designs. During this period, we have also appointed a new design consultant to support us with progressing the works.

As a result of the feedback, we are focusing our efforts on developing the proposals, and as a result we have reorganised the scheme into 7 corridors which are:

  • Lister Court
  • Model Village
  • Gibbet Street
  • Queens Road
  • Parkinson Lane
  • Beech Hill
  • Pellon Lane

There will be a public information event on Monday 20th March 2023 at the Elsie Whiteley Innovation Centre, Halifax HX1 5ER, 3-7pm, to give you the opportunity to learn more about the current scheme plans and ask any questions you may have.

Calderdale Council in partnership with the West Yorkshire Combined Authority, are working together to deliver improvements to walking in West Halifax which aim to benefit residents, businesses and visitors alike.

Making trips on foot, bicycle, scooter or bus, rather than by car, helps improve health and the environment. When we travel in these ways, we lower pollution related to both breathing problems and climate change and improve our health.

The Transforming Cities Fund (TCF) programme is focused on connecting people in the communities of greatest economic need with job and training opportunities through accessible, attractive and cleaner transport. This will, in turn, help boost productivity, living standards and air quality, helping to create happier healthier communities for the future.

This work is more important than ever, not only as we look to address the health and economic challenges of the COVID-19 pandemic, but also in helping us achieve our aim of becoming a net zero carbon economy by 2038.

We need to reduce car trips by 21% and increase cycling trips by 2000%, walking trips by 78%, bus trips by 39% and rail trips by 53% if we are to achieve our ambitious net zero targets in this time frame.

Providing an accessible, attractive and cleaner alternative to car journeys is at the heart of the Leeds City Region TCF programme of transport infrastructure investment secured as part of the West Yorkshire devolution deal. It is being delivered by the West Yorkshire Combined Authority in partnership with Calderdale Council) and will be funded through the Department for Transport (DfT) plus local match funding.


Changes since Spring 2021

We asked for your views on outline plans in Spring 2021 and we have used feedback from the consultation to make many changes to the proposals.

Elements of the project are also funded by investment from the Local Transport Plan.

Your feedback will help us understand what you want for the future of West Halifax.

Improving West Halifax

Through this project, we want to: 

  • Improve health, through increased walking and improved sense of safety

  • Improve local businesses, through increased footfall

  • Increase opportunities, through better bus and walking connections to Halifax town centre and employment, study and onward travel opportunities

  • Reduce pollution and carbon emissions associated with transport, helping to address climate change

  • Improve bus reliability and facilities on key routes

  • Improve road safety for people within scheme area, especially vulnerable people

  • Improve streetscapes and public realm in Park Ward to encourage more active and sociable lifestyles

What we have done so far

In September 2020, Calderdale Council conducted a public survey with residents of West Halifax to find out how people felt about getting around the streets in their area. Inconsiderate driving was the biggest problem named for the area and 70% of people who answered the survey said other major problems include:

  • Speeding and anti-social driving

  • Inconsiderate parking, including on pavements

  • People also said they felt unsafe, especially after dark

The top suggestions for improvements that residents wanted to see in 2020 were:

  • Cleaner streets, including general maintenance, cleaning, and clearing footpaths

  • More and better crossings

  • Preventing pavement parking

  • Better street lighting

  • More benches and places to rest

In March 2021, as part of public consultation, we shared plans with ideas for addressing these concerns and improvements. We asked for your views on these plans and proposals. The results of the feedback are available in the consultation outcome report.

325 residents and business owners responded to the online survey, with more involved in workshops and discussions. That feedback, along with more study of traffic movement and parking, has led to the current proposals.

The current proposals

The proposals are presented in four ‘zones’ which are featured in the map below. For each zone you will find information including plans and pictures to help you understand the new proposals and key changes since March 2021. The zones we are consulting on are:

Zone 1: Gibbet Street and Hanson Lane from Town to Queen’s Road
Zone 2: Queen’s Road from Pellon Lane to King Cross
Zone 3: Parkinson Lane from Queen’s Road to King Cross
Zone 4: Beech Hill Estate

Next Steps

After the public consultation is closed on Sunday 30 January 2022, all feedback will be analysed and considered as we develop the final designs.

When the proposals are finalised and approved, a contractor will be appointed and we expect construction to start around the winter of 2022/2023.
