Reports of the expert group on eID and KYC processes

At the end of 2017 the Commission set up an expert group on electronic identification (eID) and Know-Your-Customer (KYC) processes composed of representatives of the supervisory authorities, regulators and the banking sector. The expert group was tasked, with a mandate until the end of 2019, to explore how to facilitate the cross-border use of eID and KYC portability based on identification and authentication tools under eIDAS to enable financial institutions to identify customers digitally.

The work of the expert group was split in two priority groups.

The priority group 1 delivered a mapping of existing remote on-boarding solutions in the banking sector, including the identification and assessment of the risks and how these can be mitigated, as well as, interoperability and overall functionality perspectives at a certain point in time, as it explores issues relating to electronic identification and remote KYC processes based on eIDAS.

The priority group 2 defined the scope of a possible future framework for portable KYC/CDD solutions and an assessment of the minimum set of needed attributes with the appropriate level of assurance (LoA), taking as reference the eIDAS framework.
