The policy regarding the employment of third-country nationals has remained the same in Luxembourg since the last EMN study published in 2017. The aim is to sanction employers who illegally employ third-country nationals residing irregularly, while at the same time protecting the employees concerned. EMN Luxembourg Inform: Guardianship of unaccompanied minors
The aim of this EMN Luxembourg inform is to shed light on the critical issue of ensuring the protection of children without parental care across EMN Member States. Regardless of their nationality or residence status, children who find themselves unaccompanied by their families are entitled to special protection and assistance from the State. While EU law recognizes the significance of guardianship and legal representation for safeguarding the well-being of unaccompanied minors, a universal definition for the concept of a guardian remains elusive. This inform was produced at the request of the Luxembourgish Ombudsman for Children and Youth (OKaJu) and provides information from 23 Member States.
