Recruitment Principles

This is an All Wales Public Service Graduate Programme, managed by Academi Wales. As Academi Wales is part of Welsh Government, the process will be conducted in accordance with the Welsh Government's Recruitment Policies and processes, and hosted on the Welsh Government's online application system.  The Welsh Government's recruitment processes are underpinned by the principle of selection for appointment on merit on the basis of fair and open competition as outlined in the Civil Service Commission’s Recruitment Principles.

Full time but open to candidates who wish to work on a part time basis

There will be 18 posts in various locations throughout Wales. This Programme is a “regional” graduate programme. The posts will be available in the regions below and graduates will be expected to travel to participating organisations within a specific region. Organisations will be located up to an hour away from each other within a region. Employment will be on a fixed term contract for 22 months with Welsh Government but the majority of graduates will immediately be placed in other public sector organisations in their chosen region. Graduates will spend the 22 months in either 2 or 3 public service organisations within their region.

You will need to indicate which region/s you are applying for as part of the application process. You will not be able to amend the region/s once you have submitted your application or during the recruitment process.

The regions are:

North – Anglesey, Conwy, Denbighshire, Flintshire, Wrexham, Gwynedd

Mid and West – Powys, Ceredigion, Pembrokeshire, Carmarthenshire, Swansea and Neath Port Talbot

South East – Monmouthshire, Vale of Glamorgan, Bridgend CBC, Cardiff, Rhondda Cynon Taff, Caerphilly, Newport, Torfaen, Merthyr Tydfil and Blaenau Gwent

As a graduate on this programme you will have a real job in the Welsh public service; study towards a fully funded Masters qualification; undertake a 22 month development programme; access an executive coach and mentor, and embark on a career in public service. You will develop your skills and be a valued member of the team from day one. 

 Working for the Welsh public service is unlike any other job in Wales.  You will gain experience in a number of organisations and roles. This is a general management graduate programme.

  • Develop your knowledge of the Welsh public service and the Wellbeing of Future Generations Act and making the legislative requirements ‘real’ in Wales
  • Experience in a number of Welsh public service organisations This is a 22 month fixed term appointment that will commence on 31 January 2022 and end on 31 October 2023. Progression to Year 2 will be dependent upon successful completion of Year 1 of the graduate programme and satisfactory performance on all elements of the programme. It is a requirement of the graduate programme that the full 22 months are completed on the programme. We will encourage graduates to remain in the Welsh public services at the end of the programme.

Our selection process

Our selection process

Full details about the selection process are outlined in our Candidate Guide It’s important you read this before you start your application. It contains guidance on your application, and outlines the key dates of the selection process, which you’ll need to attend.

 The process will include:

  • Assessment of eligibility to participate in the graduate programme
  • Completion of the online situational strengths test
  • Virtual Assessment Centre and Interview*

You must complete each of these assessments in order to be considered for the programme. If you require any recruitment adjustments to allow you to complete the assessment process, you will be given the opportunity to indicate this when you apply and we can arrange this.

Welsh language requirements

The Welsh Government is a bilingual organisation and Welsh language skills are considered an asset to the organisation. We encourage and support staff to learn, develop and use their Welsh language skills in the workplace. 

We welcome applications for this programme in either Welsh or in English.

Applications in Welsh will not be treated less favourably than applications in English.

Some of our posts will require Welsh language skills. However for a number of posts Welsh language skills are not required.  You will be asked to indicate your level of Welsh language ability during the application process.
