I.  JOB SUMMARY:

The incumbant will be responsible for vehicle management and will facilitate all CARE staff/passengers along with guests in arrangeing accomodation, issuance of air tickets, arrangement of rental vehicles for domestic and International travel as well as day to day travel for official meetings. She/he  will take care of other Drivers, passengers/staff, the property in his/her custody and will ensure that all CARE vehicles are maintained properly and timely for road worthiness. Orient drivers on safe driving, traffic regulations and organize driver's technical tests when required. She/he will report accidents immediately to the Security Focal Point as well as the Line Mananger. S/He will ensure mechanical fitness of vehicles after repair with the input from relevant driver(s); he will regularly check logbooks and vehicles conditions.

This position holder updates and reviews the vehicle log books and proposes maintenance work in vehicles to the Operations offices. The position holder ensures all vehicles are maintained and clean at all times and plans fleet services with the drivers' team and supervises the other drivers in day to day fleet duties.

II. RESPONSIBILITIES AND TASKS

Job Responsibility #1: Provide Transport Services:                                              % of Time:  25%

  • Assign duties of drivers in consultation with the supervisor as per CARE’s Operations requirement.
  • Review the checklist of all vehicles prepared by the drivers and submit the same to supervisor for further discussion.
  • Ensure that every driver must drive each and every vehicle in the fleet.
  • Check logbooks of all vehicles on daily basis to ensure proper use and FCs.
  • Review vehicles repair/service requests before approval and recommend technical issues.
  • Prepare drivers duty roster and also keep track of the leave records.
  • Support in preparation of drivers per-diem and overtime and ensure transparency and equal opportunity for each driver.
  • Maintain duty roaster board on daily basis and orient drivers accordingly.
  • Maintain record of the drivers’ field trips to provide them with equal opportunity.
  • Maintain record of the drivers’ working on weekends and provide equal opportunity.

Job Responsibility #2: Provide Vehicle Maintenance:                                               % of Time: 20%

  • Provide support in administering activities connected with the purchase of Vehicles tools/spare parts, automotive repair supplies, and accessories.
  • Review and recommend vehicle maintenance of all fleet in CO and support Field Offices when required.
  • Support in ensuring that all vehicles are road worthy. Regularly check the need for repair and maintenance.
  • All the repair and maintenance work should be carried out during his/her presence in order to ensure completeness, quality and also get drivers’ satisfaction over repair work. This includes physical inspections and road tests before vehicle returns back to CO.
  • Supervise mechanical maintenance and repair work on auto mobiles on regular basis. Typical tasks would include, Overhaul engines, repair air conditioning, overhaul brakes, repair and replace electrical systems, (e.g., Vehicle Wiring, batteries, regulator).
  • Coordination with the workshop which would include guidance to auto mechanics who would assist with repair work.
  • Make recommendations that would improve the efficiency and effectiveness of the fleet operation.

Job Responsibility #3: Manage Accommodation and other facilities for staff & visitors: % of Time:  20%

  • Responsible for arranging hotel bookings, pick and drop to and from airport and hotel.
  • Responsible in confirming tickets with the Airline agents for staff and visitors.
  • Responsible to arrange rental vehicles for travelling of staff in field in absence of official drivers.

Job Responsibility #4: Documentation & Filing                                                          % of Time: 20%

  • Ensure data entry of all the logbooks on daily basis.
  • Preparation of fuel reports of POL drawn for country office and field office every month.
  • Prepare a list of R/M work done in Country office vehicles to track the record.
  • Keep maintenance and repair record and submit monthly expense sheet in hard form related to all CO and field office vehicles to Admin & Logistics Officer for further action, report preparation and analysis as per standards.
  • Preparation of payment requests related to monthly fuel drawn for country office and field office vehicles and repair & maintenance work, hotels accommodation, air ticketing and rental vehicles. 
  • Maintain folders for Battery warranty cards, Repair/Maintenance report and for monthly fuel reports.

Job Responsibility #5: Vehicle Care and Safety                                                          % of Time: 10%

  • Ensures that all vehicles are kept clean and usable at all times by respective drivers.
  • Ensure a system that all drivers Check oil, fuel, water, tires, brakes and other electrical systems before starting driving the car on daily basis for all vehicles.
  • Follow up and review all vehicles’ maintenance and promptly reports back to immediate supervisor.
  • Orient all drivers for safe driving and to observe authorized speed limits according to traffic regulations and CARE safety requirements.
  • Makes sure that all drivers ensure that the passengers wear seat.
  • Ensures that all drivers have valid driving license and keep a copy in record.
  • Ensure that all drivers have right skills to driver and maintain vehicles; arrange ICT traffic test at
  • the time of hiring, retention and downsizing.
  • Support in driver’s technical capacity building when required.

Job Responsibility #6: Others                                                                                           % of Time: 05%

  • Any other tasks or responsibilities based on organizational and programming need as assigned by Line Manager.
  • Safety and Security is everyone’s responsibility within CI through full compliance and accountability (as per Principle –ii of the CARE International Safety & Security Principles).

IV. QUALIFICATIONS (KNOW HOW)

A)      EDUCATION/TRAINING

  • Bachelor’s degree, preferably in Management, Finance, Administration or related discipline.

B)      EXPERIENCE

  • At least 1-2 years of experience in the field of Logistics management, preparation of logistics reports and documentation.
  • Experience of working with an INGO in a similar role will be highly preferred.
  • Experience of using atomized office systems.
  • Knowledge about mechanical side to be able to communicate with the workshop workers if necessary;

C)      Technical/ Soft Skills

  • Proficiency in MS Office (Word, PowerPoint, and Excel).

V. CONTACTS/KEY RELATIONS

The incumbent will have working relation with all the staff as well as guests along with different vendors.

VI. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED. 

The incumbent will be based in Islamabad with travel as and when required.
