To end TB by 2030, we must ensure that targets and commitments are met. There is no stakeholder better placed to lead accountability efforts than communities themselves – those who access and utilize services and initiatives of TB programs. Since the TB High Level Meeting in 2018, TB affected communities and civil society have pioneered TB accountability efforts. These efforts have contributed to TB movement building and formulating clear calls to action for what is needed to close the divide between targets and commitments and subsequent realities on the ground. The Affected Community and NGO Delegations to the Stop TB Partnership Board have coordinated global accountability efforts with the conceptualization, development and dissemination of the Deadly Divide reports.

The first report was published in 2020 in response to the commitments made during the United Nations High Level meeting on TB in 2018 and subsequent progress report published by the UN Secretary General. A second iteration of the report was published in 2023 in advance of the next UN HLM on TB in September 2023. Both reports and communications toolkits can be accessed below in a number of languages.

A Deadly Divide: The Accountability Report of TB Affected Communities and Civil Society: Priorities to Close the Deadly Divide (2023)

To end TB by 2030 we need enhanced social accountability that can ensure that the Deadly Divide between promises and realities is closed. TB affected communities and civil society are leading global efforts to develop monitoring, oversight and review mechanisms to support this.

The second Deadly Divide report released in 2023, entitled "The Accountability Report of TB Affected Communities and Civil Society: Priorities to Close the Deadly Divide", is a landmark for TB accountability. It features unprecedented mobilization and engagement of 1,000+ community partners from 90+ countries accelerating community-led accountability momentum and impact. 

"We issue this Call to Action to demand social justice and awaken a transformative response to tuberculosis (TB), a disease that is preventable and curable, yet takes the lives of 4,400 people a day, including 700 children. We want to ensure that those of us who are most impacted, namely TB affected communities and civil society, speak up so that our realities and priorities are understood, and our lives are saved."

A Deadly Divide: TB Commitments vs. TB Realities A Communities Report on Progress Towards the UN Political Declaration on the Fight Against TB and a Call to Action to Close the Gaps in TB Targets

This report was developed in 2020 developed by the Stop TB Partnership Communities, Developing Country NGO and Developed Country NGO Delegations to the Board through consultation with their constituents and other key stakeholders from over 60 countries. This report documents how - – two years on from the United Nations High-Level Meeting on TB and the Political Declaration on the Fight Against Tuberculosis – there is a major gap between the targets endorsed by heads of state and governments, and the results achieved. This is felt most acutely within communities, where it results in deaths and suffering. A Deadly Divide is informed by extensive inputs from TB-affected communities and civil society throughout the world. It presents evidence and experiences for six key Areas for Action.
