World Climate Action Summit and high-level segment at COP 28
The World Climate Action Summit

The World Climate Action Summit (WCAS) will be held during the United Nations Climate Change Conference – COP 28.

His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE has invited Heads of State or Government to participate in the Summit (WCAS), which will be held on Friday, 1 and Saturday, 2 December 2023, when the first part of the high-level segment for Heads of State or Government will also take place.

The invitation to the WCAS in the United Arab Emirates signifies the importance for World Leaders to implement and transform key climate related decisions into concrete actions and credible plans, continue raising ambition, building up from previous Conference of the Parties, and keep the high level commitment on climate change issues, with an aim to fight back climate emergency and at promoting coordinated action to tackle climate change.

High-Level-Segment
First part of the high-level segment for Heads of State and Governments

The first part of the high-level segment for delivery of national statements by Heads of State and Government will take place from 1 to 2 December during the World Climate Action Summit. For those Parties whose Head of State or Government was not present or did not deliver a national statement at the first part, the resumed high-level segment will take place from 9 to 10 December. 

There will be one list of speakers for Parties to the Convention, the Kyoto Protocol and the Paris Agreement. Parties will have only one opportunity to deliver a national statement at the joint plenary meetings of the COP, the CMP and the CMA, to be held during the first and resumed parts of the high-level segment.

Resumed high-level segment

The resumed high-level segment of COP 28/CMP 18/CMA 5 will be held on 9 December to hear national statements from those Parties whose Head of State or Government did not deliver a national statement on 1 or 2 December, and representatives of groups who have registered and confirmed their wish to deliver a statement.

The resumed high-level will hear national statements from Heads of State and Government, Vice Presidents, Deputy Prime Ministers, Ministers and heads of delegation who have registered and confirmed their wish to deliver a national or group statement.
