Synopsis (short abstract) The increasingly frequent and severe droughts prompted the global community to adopt more proactive and integrated approaches to reduce or neutralize the impacts. The paradigm shift called for an improved planning mechanism that puts emphasis on strengthening preparedness. In support of this process, the Drought Initiative, called by the Conference of Parties (COP) of the United Nations Convention to Combat Desertification (UNCCD), rolled out its programme on drought planning at national level. Showing the strong interest, 70 countries have already joined the programme to prepare their national drought plan. The development of a multi-criteria assessment for the review of the plans is a necessary step to enable the implementation. This publication contributes to this overall goal from multiple objectives, including the presentation of a replicable framework to conduct regular reviews, the analysis of the submitted plans to identify the potential for further enhancements, the provision of recommendations on the options of enhancements, and the demonstration of case studies with successful planning methods to facilitate the global knowledge-sharing.

    The United Nations Convention to Combat Desertification (UNCCD) has established a Drought Initiative, under which the Food and Agriculture Organization of the United Nations (FAO) has initiated a comprehensive programme to address various aspects of drought and aid countries in their preparedness efforts. The programme focuses on enhancing drought resilience in agriculture and improving food security. To achieve this goal, FAO developed various digital tools and capacity-building activities to promote drought preparedness. One of the key outcomes of this effort is the FAO Drought Portal, which is a global platform for knowledge-sharing to support countries and stakeholders in this endeavour. It collates and presents FAO tools, methodologies, and publications to support countries and stakeholders in enhancing the resilience of agriculture and improving food security.

    Modelling of climate change scenarios for Pakistan indicates that if agriculture and water management in the Indus River Basin continue in a ‘business as usual’ mode, the increase in temperatures and changes in precipitation will pose serious threats to the future livelihoods of farmers and to the Pakistani agricultural sector. In this context, FAO Pakistan has proposed a project to the Green Climate Fund (GCF) on “Transforming the Indus Basin with Climate Resilient Agriculture and Water Management”. This project is designed to change that by moving away from ‘business as usual’ in the Basin and shifting agriculture and water management to a new paradigm in which producers are successfully adapting to climate change and are able to sustain their livelihoods. The project objective is to transform agriculture in the Basin by increasing resilience among the most vulnerable farmers and strengthening the Government’s capacity to support their communities to adapt. To ensure the success of the project, an appropriate selection of districts for project interventions is a crucial factor. The Technical team at FAO has employed a detailed Multiple Criteria Decision Analysis (MCDA) technique using GIS for the selection of the district areas. As an outcome of the detailed MCDA analysis, a GIS based vulnerability index has been developed for the districts. Based on the vulnerability index, eight districts in Punjab and Sindh are selected for the implementation of the project.
