This report was prepared by the International Labour Office as a basis for discussions at the technical meeting on the protection of whistle-blowers in the public service sector, to be held in Geneva from 26 to 30 September 2022.

This paper examines one critical strategy for ensuring integrity in the public services: the protection of whistle-blowers in the public service sector. It will examine national, regional and international policies and practices on whistle-blower protection, and will assess to what degree international labour standards have addressed elements of this challenge.
