The Mayor is committed to cutting fuel poverty and increasing the energy efficiency of buildings across London. To help target where action is most needed, the Mayor has developed a London Building Stock Model with the UCL Energy Institute. The model has data on every domestic and non-domestic building in the capital.

An unacceptable number of Londoners live in fuel poverty, unable to afford to keep their homes adequately heated. Fuel poverty is caused by low incomes, high fuel costs and poor energy efficiency of a home. It creates health problems ranging from poor mental health, to childhood asthma and excess winter deaths. The Mayor’s Fuel Poverty Action Plan set out his aim to launch an open-source pan-London Energy Performance Certificate (EPC) data model.

The Mayor has also committed to making London a zero carbon city. London’s buildings contribute the majority of the capital’s greenhouse gases, so urgent action is required to increase the number of homes and workplaces that are retrofitted with energy efficiency measures. This tool will inform our help and advice to boroughs on how to best use data to identify households in fuel poverty. It will also help them enforce the Minimum Energy Efficiency Standard (MEES) and locate the worst performing non-domestic buildings. This will make it easier to target businesses with energy efficiency programmes, particularly SMEs, to help them cut their energy bills.

The London Building Stock Model is a database of all the energy and carbon data collected through the Mayor’s energy programmes and policies. It provides a snapshot as of 2017 of all London’s buildings with information on their energy performance certificates and help identify the worst performing buildings and the homes most likely to be in fuel poverty.
