Public discussion - Draft terms of reference of the Independent Panel on Evidence for Action Against Antimicrobial Resistance

Overview

In April 2019, the IACG handed over its report to the Secretary-General of the United Nations. The report included recommendations in five main areas and as part of the recommendations on accountability and governance, the IACG recommended the establishment of the Global Leaders Group on Antimicrobial Resistance, the Independent Panel on Evidence for Action against Antimicrobial Resistance and a Partnership Platform. The UN Secretary-General (UNSG) took note of the recommendations in his report to the member states, outlining next steps for their implementation. He called upon the Tripartite Organizations (FAO, OIE and WHO), to establish a joint secretariat to lead and coordinate the global response against antimicrobial resistance. He also requested the Tripartite organizations in close consultation with his office to propose the terms of reference and mechanisms of the establishment of the governance structures recommended by the IACG. Following the prior public discussion process conducted to solicit feedback on the terms of reference of the Global Leaders Group, the report is now submitted by the Directors General of the Tripartite Organisations to the Executive Office of the UNSG.

This public discussion addresses the second part of the recommendation on the Independent Panel on Evidence for Action against Antimicrobial Resistance. To assist with the development of the terms of reference, the Tripartite Joint Secretariat convened an Advisory Group across the One Health spectrum with diverse expertise. The Advisory Group critically appraised and discussed existing models and proposed the draft terms of reference. The objective of this public discussion is to obtain feedback and refine the terms of reference before finalization.

The work on the third part of global governance structures recommended by the IACG, the Partnership Platform, is also underway and once considerable progress is made, stakeholders will be engaged to provide feedback on all three governance structures enabling them to examine the overall architecture of these structures including synergies and interactions. 

The public discussion on the draft terms of reference closed on 15 June 2020.

The Tripartite Joint Secretariat will give due consideration to all comments received but will not respond to individual comments directly. All feedback received will be posted publicly on this webpage.
